Got a new case and now computer won't boot, What is the problem?

I recently purchased a Thermaltake Armor A60 case and installed all my parts in it. Whenever I plug it in or turn on the power supply, after about 5 seconds all the fans and lights will suddenly turn on for about 1 second, then will suddenly shut off, then it will repeat the process, the fans and lights will turn on then off, wait, then they do it again. Does anybody know how to fix it or what is wrong?
